Even though classic JDM vehicles are Federally EPA-Exempt, they must pass CARB emissions testing in California.  Therefore, residents of California would need to take their vehicle to a certified CARB testing facility which would bring their imported JDM vehicle into compliance.  The typical cost for the entire process is between $5,000 - $10,000.
